Kesshō-Kairō is a vast space station and luxury resort owned by the eponymous Kessho-Kairo company. Commonly referred to as "Kairo", it is nominally subject to Imperial law but in practice is controlled entirely by the Kessho-Kairo Corporation through it's CEO, Koton Sukuzaemon. It is popular as a tourism and gambling destination, with its perceived lawlessness and hedonistic, decadent reputation drawing visitors from across the galaxy.

HISTORY
Following the Sanrin Skirmish of 2484 AT, it was decided that the Ryugu-Jo class of dreadnought were no longer suitable for combat operations. As part of the Botas Reforms, the vessels were decommissioned. The IJN Junrei, the damaged flagship of the 102nd Fleet, was decommissioned and, after being stripped of classified technology and equipment, tendered for public sale.
It sold for an undisclosed sum to the newly-formed Kessho-Kairo Corporation who paid a large sum up-front for the vessel. Following extensive overhaul work, a grand opening was announced in 2486 AT.

ECONOMY AND RESIDENTS
The Kessho-Kairo Corporation owns the entire facility and employs a full-time staff of roughly 350 for security, maintenance, book-keeping and service work. It leases the vast majority of space on the station to more or less anyone with the capital for a deposit. The only hard-and-fast rules are that hot weapons such as directed energy weapons, explosives and conventional firearms may not be physically carried aboard the station, and must be stored in a Corporation-controlled warehouse. Businesses that incur the wrath of the Corporation are liable to be evicted, or worse, but this is rare. Even the messiest of incidents will be overlooked unless it directly inconveniences the Corporation, and usually a good mop and a small bribe are more than enough to get the Corporation off a vendor's back.
The Kessho-Kairo sees constant movement of businesses, but broadly speaking it is divided into six primary districts. These districts are not inexorable, and vendors of all kinds can be found across the station, but each district tends to attract more of a certain type of industry.

The Purple Tower is a focal point for bars, brothels, casinos, restaurants and entertainment venues of all kinds. Some of the most exclusive businesses on the station can be found in the Purple Tower, such as the famous Admiral's Anchorage and the highly select Silken Starlights bathhouse.
The Blue Tower is famous as a destination for all kinds of surgical and medical needs. Body modification, cybernetics, narcotics and nootropics, organ transplantations, medical supplies, dangerous doctors and unlicensed surgeons of all stripes can be found in the Blue Tower, making it a popular choice for pirates who need medical care without drawing attention to themselves. The Orange Tower is the extreme sports district. Races of all kinds and forms, boxing matches, martial arts fights, gladiatorial combat, team and individual sports from dozens of different nations can all be found in the Orange Tower. With a dedicated launch pad it even hosts spacecraft races, the wreckages of which provide plenty of bounty for the chop shops of the lower decks. The Green Tower is a haven for religions, cults, secret orders and all kinds of mystical, shadowy or just plain crazy organisations. Topped by a giant laughing Buddha, it is the smallest of the five towers. The Red Tower is the exclusive domain of Kessho-Kairo Corporation. Containing the station's bridge and control centres, as well as a private armory, hangars for its patrol vessels, a series of secured warehouses and vaults, it also has space for luxurious private suites, penthouses and services for the Corporation's management and favoured guests. A luxurious private club in the Purple Tower, admittance is only afforded to those who can prove they are the owner or commander of a vessel in excess of a kilometre in length. Silken Starlights (Purple Tower) An exclusive bathhouse that caters only to guests of distinction, it is famed for its tranquility, its decadence and its beautiful and urbane staff. Dr Halthet's Upgrade Shack (Blue Tower) A Kepler Remade, more machine than living being, operates a popular cybernetic parts and installation business from the Blue Tower. Mu-Keta Dens (Lower Decks) Tribal scavengers, the Mu-Keta are adept at mechanical and repair work, and operate several chop shops and vehicle bays in the lower decks. |
The Lower Decks are the least expensive areas of the ship. As well as boasting large cargo facilities, all manner of attractions can be found in the lower decks. Along with less refined counterparts to the businesses found in the Towers, all kinds of mechanical services can be found in the Lower Decks, with chop shops capable of dismantling even military-grade warships. Cheap motels, dive bars, diners, cathouses, gaming parlours, greasy spoons and all kinds of services imaginable can be found wedged into every nook and cranny between the huge internal workings of the former warship.
SECURITY AND DEFENSE
Although most of its military systems have been stripped out, the Kessho-Kairo still boasts thick hull armour and vitredeur plating for protection, as well as railgun and BDP turrets for defense against incoming attacks and to swat away small craft that violate its rules. The Red Tower also hosts a squadron of fightercraft piloted by mercenaries whose job it is to fend off pirate attacks and deter hijackers, and to provide security for the vessels of guests with the money to pay for it. The Kessho-Kairo enforces a no-combat zone out to one light-minute around itself, a rule which is often appreciated by those fleeing angry business partners, furious customers or enraged lovers.

Part of their responsibility is to confiscate all hot weapons - any weapon that requires a power source, has moving parts, or uses a chemical reaction of any kind, such as guns, blasters and the like. Attendants wear armour and carry stun batons, crowd-control grenades and other Less-Than-Lethal weaponry, and are officially charged with keeping the peace. In reality, Attendants only intervene if the Kessho-Kairo Corporation's interests are threatened.
Although no official agreement exists, certain elements of the Imperial Jade Navy are likely to intervene if a serious attempt to sink or board the Kessho-Kairo is made.
