The key concept of the General Sailing Instructions is kime-saki, or 'decisive destination'. Rather than design ships to be hit, the IJN focuses on maneuverability, speed and reactive defenses. Equipped with additional thrusters, powerful monopole reactors and a range of counter-measure systems, Imperial captains are trained to use their vessels as a weapon and keep the enemy on the back foot. This is especially important as IJN fleets are often expected to combat numerically superior forces, requiring the ability to defeat them in detail and prevent them from achieving their tactical objectives.
