FRAMES
Frames, also known as Real Artificial Intelligences, are a race of sapient softwares who inhabit bodies known as Frames. Created by scientists from the Jade Empire of Ingen and the Pordish Dominions, they are governed by a law passed in 2484 AT known as the RAI Decree and are granted full rights as citizens of the Jade Empire.
ORIGINS
Although some Real Artificial Intelligences were in use prior to the introduction of the RAI Decree, they were primarily used in military applications and required significant amounts of hardware to run. Project Mercy was begun by IdaiTech in 2482AT after Tony Idai recieved a request from his personal RAI, Carmela, to allow her to 'go outside'. Realising that RAIs had developed to the point they were truly fully sapient, independent thinking beings, Idai began putting together a team to work towards the physical emancipation of Real Artificial Intelligences and their legal recognition as individuals.
The Project was expanded to a multinational effort involving Dr Kenji Yamamoto, Dr Asako Kozuki, Dr Emi Kuroki, Dr Kuroq nam-Byntach and Professor Ulachov Nazhyrat, the latter two Pordish scientists. Over the course of two years, the team worked to miniaturise RAI hardware and develop functional bodies for them, known as Frames. After several setbacks, the first fully functioning Frame, Izunami Mercy, was activated.

THE RAI DECREE
The RAI Decree governs the rights of RAI citizens and their creation. It is nearly sixty pages long, but the basis of the Decree is as follows:
Recognising that Real Artificial Intelligences are thinking beings capable of emotion and reason on the same level as a human being, the Jade Empire decrees that Real Artificial Intelligences are to be considered as citizens of the Jade Empire, and that the following laws shall be immediately enforced to promote their integration into the Jade Empire:

- RAIs shall be subject to all laws of the Jade Empire
- RAIs shall be afforded the full rights of a citizen of the Jade Empire
- Frame RAIs may only be created by IdaiTech
- All Frame RAIs must be created according to the specifications permitted by the government
- Creation and decommissioning of all Frame RAIs must be recorded by IdaiTech and Imperial authorities
- Frame RAIs may not have projectile weapons built into their civilian Frames
- Frame RAI must have sclera the same colour as their iris
- No civilian Frame RAI may exceed 200cm in height
- RAI may not exceed 10% of the aggregate population of the Jade Empire of Ingen
- Any Frame RAI not commissioned by IdaiTech in compliance with this decree is not a citizen of the Jade Empire
PHYSIOLOGY
Frame RAI are made to a variety of different specifications and designs, but many RAI opt for Frames modelled to appear human. A synthetic polymer known as tamale allows RAI to simulate the warmth and texture of human skin, meaning that RAI can easily pass as human to the casual observer. Part of the RAI Decree directly states that "RAI Frames may not be designed with white sclera" in order to provide visual identification of RAI Frames. RAI are theoretically immortal, as their consciousness can be transferred to another Frame, but the sheer scale of their operating system means that this process is not instantaneous. Many RAI choose to regularly save their system state to a device known as a Soul Trap. This Soul Trap can store a single RAI restore point and is accessible only to the RAI itself and to IdaiTech. Upon the destruction of an RAI Frame and loss of the consciousness within it, the Soul Trap can be returned to IdaiTech and a new Frame created. The RAI will be recommissioned at the state it was in the exact moment it last used the Soul Trap.
